This document is divided into 11 chapters. Use the cards below to jump to the chapter of your choice, or start at the beginning and work your way through. The document has been uploaded in sections. Each chapter provides background to the issue and then has a list of Goals and Policies that the plan hopes to achieve. To achieve these aims, each policy is made up of Priority Actions and Actions. Priority Actions are those deemed most important due to public input or department priorities.

Protect nature, improve water quality, and enhance access.
Residential (RE)
Preserve North Shore's character while meeting housing needs and aligning with growth plans.
Country Towns and Commercial Areas (CTCA)
Align commercial and industrial areas with the North Shore's rural character, support local businesses, and protect cultural features.
Agriculture (AG)
Promote sustainable agriculture, protect agricultural lands, and minimize impacts on the community and environment.
Parks and Recreation (PR)
Improve maintenance of existing parks and recreational facilities, improve and increase park space and recreational opportunities.
Mobility and Connectivity (MC)
Enhance mobility and connectivity on the North Shore through a safe, accessible multimodal transportation system while improving resilience.
Energy (EN)
Encourage renewable energy and conservation while ensuring reliable electrical service.
Tourism Management (TM)
Align tourism with community values while managing its impacts on infrastructure and natural and cultural resources.
Climate Change and Natural Hazards (CCNH)
Enhance the region's resilience to the impacts of climate change through proactive mitigation and adaptation.
Water Resources (WR)
Adopt a collaborative approach to water management, protect water quality, and maintain resilient infrastructure systems.
Public Services (PS)
Ensure accessible public services, support waste reduction, prioritize safety, and appropriately site telecommunications.
