UPDATE THE MASTER PLANS FOR HALE'IWA AND WAIALUA TOWNS TO PROMOTE WALKABLE, VIBRANT TOWN CENTERS AND ADAPT TO THE IMPACTS OF CLIMATE CHANGE. Ideas that have been put forward in the existing Town Plans, the 2011 North Shore SCP, and in the current update process include:

Allow more low-rise infill development and a mix of housing and commercial uses in Hale‘iwa and Waialua that is consistent with the desired character through upzoning and/or rezoning undeveloped areas. This could also be done by applying a new zoning district to Hale‘iwa Town that permits a range of uses, including housing, commercial, and parking.

Look at adjusting the Community Growth Boundary to accommodate the people, land, and structures anticipated to be lost or displaced due to sea level rise.

Promote getting people out of their cars through providing a network of paths and walkways, slowing traffic through town, and providing consolidating off-street parking areas with shuttles.

Establish rural subdivision standards for roads and utilities to maintain rural character and reduce infrastructure costs in rural residential areas on the North Shore.
