Letʻs get this started - what is our carrying capacity?
in reply to Cat O.'s comment
Wish we could go island wide but unfortunately, our community gets caught up with all the concerns about Waikiki. The commercial interests end up drowning out the community.
No more Ag CPRS! they are killing us. Taking away our precious ag land. We must make this plan strong against gentlemen fake farms. We are 1 natural disaster away from starving if we donʻt start to protect our ag lands.
Too many illegal houses going up above Haleiwa and Waialua - where are they getting their water? Is CWRM watching what is happening Concerned that our resources are NOT be well managed.

in reply to anne's comment
Agree but only if it makes sense and is properly located and truly affordable.
Letʻs make sure we are enforcing this. We did allow for a change a couple of years ago but we have had projects in the past that fell outside of this boundary. What good is it if the city does not follow it.

Also, what about all the illegal houses going in above our community - all the fake farms. those are well outside the boundary and are negatively impacting our infrastructure especially water.
Infill housing is tricky and can lead to unwanted consequences such as the Backyards projects. We need to define the character of infill.
Agree with comments so far posted. BUT this plan must have teeth and we need to understand our carrying capacity. It must be followed!!!!
Pls ensure that this is a true statement. Last couple of times, we got changes that the community did not support.
in reply to SCM's comment
Agree - we need responsible and well planned truly affordable rentals and to buy options. The housing going in right now is for off-shore wealthy not our community.
Absolutely true. At least 50% of all visitors to Oahu come to the North Shore. With an average ibn 2019 of about 250,000 daily visitor count on the island of Oahu - that equals about 125,000 visitors coming to or through the North Shore on any given day on average. TOO MANY. We need to identify the carrying capacity for this island and our community.
in reply to Samantha Mislinski's comment
Agree - this plan needs to be the guiding document for all current and future development on the North Shore
All factors must be incorporated into the life cycle analysis of installing electrical facilities overhead or underground prior to making the decision to construct, repair or maintain.
Question
What is the vision for adding these bike paths and walkways while also maintaining the rural character of Haleiwa? To me, adding more designated lanes and pavement seems more urbanized unless it's a shared bike/walking path?
Suggestion
Shuttle system would need designated lanes / drop off locations that wouldn't slow down regular traffic?
Question
What updates would be needed for the existing Haleʻiwa & Waialua Town Master Plans?
Question
How would a shuttle system be different from current infrastructure (e.g. the Bus)? Private or Public?
Suggestion
Consider expanding vision to include the preservation of cultural resources
Suggestion
OANRP is now ANRPO- Army Natural Resources Program on Oahu
Question
"Take measurable actions"....what are they and how are they measurable?
Suggestion
Provide and promote individual homeowner assistance or informed recommendations to minimize vulnerability to climate change dangers and maximize usage of one's specific property.
Suggestion
It is important to maintain a timely access to park facilities. For example the Waialua pool is only open during school hours. therefore not available for the kids to use.
Suggestion
Affordable housing is a requirement in a development plan; it should be required that the lower priced buildings/units be built first.
The principle is to have a diverse community.
Question
Density plans have to be aware of fire hazards and escape routes out of residential areas.
Is infill contrary to "country atmosphere with low density residential structures and low rise buildings"?
Suggestion
1,200 + survey responses seems low. Possibly better distribution of surveys is needed. Direct mailing to each NSSCP household would have a better representation.
Suggestion
Solutions for managing tourism should be island-wide and not region specific as this just pushes the problem into other regions. Region specific enforcement solutions can be customized for community, but please no more commercial activity bans unless there is an island wide approach.
Suggestion
High quality should also include accessible infrastructure for people with physical AND invisible disabilities.
Suggestion
There should be multimodal hub in this area that residents and visitors can utilize, visitors are not the only ones making up traffic congestion, the focus should be behavioral change for all.
Suggestion
Would love to see sources to this statement and data to support it before finalizing this plan.
Suggestion
Moving away from cesspools is absolutely critical for the overall health of our environment. This would be a massive push, but the benefits would be incredible. Our near shore environment will be healthier, our ground water will be cleaner.

The only thing I don't see in this section for water is stormwater management. Increasing infiltration and green infrastructure like bioswales, rain gardens, and permeable pavement is critical for groundwater recharge and our long-term groundwater storage.
Suggestion
Love the park once and walk idea! It won't work for everyone, so having a shuttle for those who can't walk far would still be needed.

Also in this section, I'm glad to see a push for diversifying businesses and pushing for more professional businesses. This will help local people build careers in higher-paying industries than tourism.
Suggestion
A toll for visitors who do wish to drive on the North Shore would be nice too. We could then use that money for other community and environmental projects.
Suggestion
I absolutely support the elimination of illegal vacation rentals. It is past time that Hawai'i cracks down on this problem. It will go a long way to help retain our local population and improve our overall quality of life. It will also help us better manage the number of visitors we see each day.
Suggestion
To this section, I would love to see the majority of produce, eggs, milk, meat, and other agricultural products sold at all Hawai'i grocery stores be produced on Island or from a neighboring Island. This will help local people make a living, diversify our economy, and help reduce our carbon footprint. I have seen great progress over the past few years in this area, but it is ridiculous to ship in most of our goods.
Suggestion
One thing that I want to add is that if we don't have affordable housing options for locals, especially for young people, residents will move away. I am all for adding affordable housing in a way that minimizes environmental impacts without creating urban sprawl (absolutely not like the Backyards project). As a young person who wants to stay on the North Shore and eventually own a home, this needs to be an option.
Suggestion
I'm glad that fires are listed under climate change hazards. It's often overlooked. Removal of invasive species and planting native species in its place is critical for reducing fires, and I hope it becomes a top priority in fire prevention. Native plants are better suited to holding the moisture in the ground and don't turn into kindling during the dry months. This effort is also key for reducing runoff from storms and increasing groundwater infiltration. Giving tax breaks to homeowners who manage their land could be a good incentive to help.
Suggestion
Land use ordinances are great, but only if they are actually enforced. There are too many businesses operating illegally and not paying the taxes that they should, harming the community. DPP will eventually start fining these businesses, but the fines are so low that the businesses see them as a cost of doing business, if they even actually pay the fines. Enforcement means actually holding people accountable so they stop doing illegal activity. Right now, it takes decades of community pressure to get chronic Land Use Ordinance abusers held accountable. DPP does the community and legal businesses a blow by not enforcing the land use ordinances. Higher fines and collecting those fines are desperately needed.
Possibly treated elsewhere but this glosses over the steep population decline in Waialua,2000 -2020 that is only coming back following 2020
