Tourism Management that puts Residents First
The general sentiment within the North Shore community is that the current approach to tourism has resulted in too much – too many visitors, too much strain on infrastructure and facilities, and too many impacts on the environment and natural resources. As such, tourism has negatively affected the quality of life for residents in the region. Shifting tourism management to put the needs of residents first would focus on curbing, controlling and enforcing regulations associated with negative impacts such as illegal vacation rentals, parking and traffic issues, and access to environmentally sensitive areas. It would also identify and establish education and opportunities for visitors to experience the North Shore in ways that better align with community goals.
Legal Visitor Accommodations
In the 2011 SCP, there was support for allowing some new affordable, short-term accommodations for tourists, local families and off-island contractors needing lodging in the area. The survey conducted for this SCP update indicated that the community is divided on whether to allow legal accommodations and what type. In general there is more support for allowing some new legal bed & breakfasts with on-site hosts, as well as a single small inn or hotel in Hale‘iwa Town. Benefits of having some overnight accommodations include reducing the demand for illegal accommodations, keeping visitors in the region longer, reducing day trips into/out of the region by visitors, and providing choices for the cost-conscious traveler. It was noted that any new visitor accommodations should be small in scale and compatible with the rural character of the built environment and adjacent natural features.
